Expands tobacco enforcement authority to include electronic smoking devices and e-liquids, following the establishment of excise taxes on these products under Act 62, Session Laws of Hawaii 2023

Authorizes the Department of Taxation and Attorney General to inspect operations, premises, storage areas, and records of any entity selling cigarettes or tobacco products during regular business hours

Allows seizure and forfeiture of tobacco products, vehicles, vending machines, and related property when found in violation of tobacco tax laws

Establishes that untaxed tobacco products are subject to summary forfeiture as contraband without requiring standard asset forfeiture procedures under chapter 712A

Effective date set for July 1, 3000 (placeholder date)
