Expands Hawaii Technology Development Corporation's grant authority beyond small business innovation research (SBIR) and small business technology transfer (STTR) programs to cover all federal research and development grants.

Adds new eligibility category for businesses receiving federal R&D awards that require non-federal matching funds, with state grants up to 50% of the required non-federal share.

Broadens application assistance grants from SBIR/STTR-specific to any federal research and development grant, maintaining the $3,000 maximum per application.

Maintains existing grant provisions for SBIR/STTR Phase I, II, and III awards at up to 50% of federal award amounts.

Takes effect upon approval by the Governor.
