Exempts the Hawaii Film Studio at Diamond Head from requiring Board of Land and Natural Resources approval for lease and permit dispositions to new tenants

Amends Section 171-11, Hawaii Revised Statutes, to add filming and film studio operations to the list of land uses not subject to prior board approval, similar to agricultural parks

Applies to the 7.422-acre Hawaii Film Studio facility located at 510 18th Avenue (TMK 1-3-1-42:9), currently managed by the Department of Business, Economic Development, and Tourism through its Hawaii Film Office

Streamlines the administrative process for the studio to accommodate film productions and film-related businesses without the delay of land board reviews
