Expands the Hawaii Tourism Authority's (HTA) powers to include marketing and promotion of film productions filmed in the State, in addition to its existing authority over sports-related activities and events.

Amends Section 201B-3 of the Hawaii Revised Statutes to add "film productions filmed in the State" to the list of activities HTA may market and promote.

Maintains all existing HTA powers, including tourism policy development, convention center management, brand management, and coordination with counties on new tourism products.

Sets an effective date of July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation).
