Authorizes the Employees' Retirement System (ERS) Board of Trustees, through its Executive Director, to appoint three executive positions: deputy executive director, chief compliance officer, and information security officer.

Exempts these three ERS executive positions from Hawaii's civil service requirements under Chapter 76, allowing the board to set duties, qualifications, and salaries for each appointee.

Adds the ERS executive positions to the comprehensive list of civil service exemptions in Section 76-16, Hawaii Revised Statutes, alongside other exempt positions such as department heads, judges, and certain agency personnel.

Appointees will serve under the direction of the ERS Executive Director with terms and conditions determined by the Board of Trustees.
