Requires the Department of Transportation director to provide consultative input to the Department of Commerce and Consumer Affairs on port pilot licensure standards, including examinations, number of pilots needed, pilot fees, and safety rules.

Amends the director of commerce and consumer affairs' powers to require consultation with the Department of Transportation when adopting rules, developing licensure standards, suspending or revoking licenses, and setting pilotage rates.

Removes Port Allen from the list of designated pilotage waters in Hawaii, reducing the regulated port areas from seven to six locations (Nawiliwili, Honolulu, Kahului, Hilo, Kawaihae, and Barbers Point).

Clarifies that the Department of Transportation retains authority over port and shore water safety and may require additional pilotage beyond minimum requirements when necessary for safety.

Sets an effective date of July 1, 3000 (placeholder date).
