Authorizes Hawaii's governor to enter the Nurse Licensure Compact, an interstate agreement allowing registered nurses (RNs) and licensed practical/vocational nurses (LPNs/VNs) with a multistate license to practice in all member states without obtaining additional licenses.

Requires multistate license applicants to submit fingerprints for FBI criminal background checks, hold an unencumbered license, pass NCLEX examinations, and have no felony convictions or nursing-related misdemeanor convictions.

Establishes that nurses practicing under multistate licensure must comply with the practice laws of the state where the patient is located and are subject to that state's licensing board jurisdiction.

Creates participation in the Interstate Commission of Nurse Licensure Compact Administrators and the coordinated licensure information system for sharing nurse licensure and disciplinary history among member states.

Allows party states to take adverse action against a nurse's multistate licensure privilege, including revocation, suspension, or cease and desist orders, with required reporting to the coordinated information system.
