Authorizes the Governor of Hawaii to enter into the Physician Assistant Licensure Compact, enabling licensed PAs from participating states to practice in Hawaii and vice versa without obtaining separate state licenses.

Establishes a "compact privilege" allowing PAs with qualifying licenses to provide medical services across state lines, with practice occurring under the jurisdiction of the state where the patient is located.

Requires PAs seeking compact privileges to hold current NCCPA certification, graduate from an accredited PA program, have no felony or misdemeanor convictions, and maintain an unrestricted license in good standing.

Creates the PA Licensure Compact Commission as a joint government agency to administer the compact, maintain a data system for licensee information, and coordinate adverse actions and investigations among participating states.

Provides special provisions for active duty military personnel and their spouses to obtain compact privileges, addressing licensure portability challenges faced by military families.
