Expands parole eligibility requirements to include participation in treatment programs, work furlough, and other reintegration programs beyond the current academic, vocational education, and prison industry programs.

Treatment programs may address substance abuse, alcohol addiction, mental health illness, and deviant sexual behaviors, while other eligible programs include cognitive skills, parenting skills, and anger management.

Hawaii Paroling Authority may waive program participation requirements at its discretion.

If the Department of Public Safety fails to transfer an eligible committed person to a facility where recommended programming is available, the Hawaii Paroling Authority must waive program requirements and cannot deny parole for failure to participate.

Effective date is July 1, 3000 (placeholder date).
