Amends Hawaii's Harm to Students Registry (established under Act 156, 2024) to clarify which individuals are subject to inclusion in the database of employees found to have harmed students.

Exempts K-12 students who are employed by educational institutions from being placed on the registry.

Narrows the definition of "employee" to include contractors and volunteers only if their roles involve direct interaction with students, rather than all contractors and volunteers.

Requires the Department of Education to check the registry before authorizing volunteers for roles involving interaction with or close proximity to students.

Updates statutory cross-references in sections governing early learning programs and charter schools to align with the amended definitions (effective July 1, 3000).
