Updates Hawaii's statutory framework for adult and community education programs (Section 302A-433, Hawaii Revised Statutes) to align with federal Adult Education and Family Literacy Act requirements under the Workforce Innovation and Opportunity Act

Modernizes terminology by replacing "basic elementary education" with "adult basic education," "advanced elementary education" with "adult secondary education," and "homemaking and parent education" with "family and community education"

Adds new program areas including English language acquisition, integrated English literacy and civics education, and workplace literacy and workforce preparation programs developed in partnership with employers

Defines "eligible individual" as someone age 16 or older who is not enrolled in secondary school and meets criteria such as being basic skills deficient, lacking a high school diploma, or being an English language learner

Takes effect July 1, 3000 (placeholder date)
