Authorizes the Hawaii Department of Education to award high school diplomas to veterans and others who did not graduate due to military service or wartime disruptions during World War II, the Korean War, or the Vietnam War.

Eligible individuals must have been enrolled in a Hawaii high school during specific wartime periods: December 1941 to August 1945 (WWII), June 1950 to July 1953 (Korea), or August 1964 to January 1973 (Vietnam).

Covers both compulsory and voluntary military induction, as well as those whose education was interrupted by wartime practices such as internment.

Reinstates and expands a similar program that previously existed under section 302A-431.9 but expired on June 30, 2020, which only covered World War II veterans.

Takes effect July 1, 3000 (placeholder date indicating the bill requires further action to set an actual effective date).
