Requires police officers to send a carbon copy of traffic citations by certified or registered mail to the registered owner of the vehicle at their address on file with the vehicle licensing division

The mailed copy must be postmarked within five business days of the traffic incident

If the five business day deadline falls on a Saturday, Sunday, or holiday, the deadline extends to the next regular business day

Does not affect rights, duties, penalties, or proceedings that existed before the effective date
