Exempts Department of Education procurements of local edible produce and packaged food products under $250,000 from the electronic procurement system requirement, requiring only three written quotes instead.

Removes the $100,000 small purchase threshold limitation for DOE procurement of local food products to align with Act 134, Session Laws of Hawaii 2025.

Prohibits artificial division or parceling of local food procurements to evade standard procurement requirements under chapter 103D.

Supports the DOE mandate to provide at least 30% locally sourced foods to Hawaii's public schools by 2030.

Takes effect July 1, 3000 and sunsets June 30, 2028, after which section 302A-1317 reverts to its original form.
