Establishes that donor-funded scholarships, tuition waivers, and free enrollment at private pre-K through 12th grade schools are legally classified as conditional gifts rather than contractual obligations

Allows schools and donors to impose conditions on awards including academic performance minimums, conduct standards, enrollment status, and other eligibility criteria without creating contractual liability

Permits schools to require students or parents to pay for optional extracurricular items, sign waivers for activities, and consent to non-commercial use of student names, images, or work

Protects donors and schools from contract-based legal claims when educational awards are modified or terminated for failure to meet specified conditions

Applies only to awards and enrollments made on or after July 1, 3000, and includes a severability clause if any provision is found invalid
