Allows the Department of Hawaiian Home Lands (DHHL) to conduct its own historic preservation reviews for projects on lands under its jurisdiction, rather than requiring consultation with the Department of Land and Natural Resources.

Requires DHHL to designate a Hawaiian Home Lands preservation officer with professional experience in historic preservation and written delegation of authority from the state historic preservation officer, or hire a qualified consultant.

Mandates DHHL to provide copies of all review reports, maps, and documents to DLNR for inclusion in the state's historic preservation digital document management system.

Requires DHHL to notify DLNR when initiating project reviews and consult with the appropriate island burial council for projects impacting identified or inadvertently discovered burial sites.

DLNR retains review authority for projects affecting properties listed or nominated for the Hawaii or national register of historic places; effective July 2, 2026.
