Requires all Hawaii-licensed hospitals with emergency departments to report syndromic surveillance data to the Department of Health, including chief complaint, discharge diagnosis, visit dates, patient demographics, patient ZIP code, and facility location.

Authorizes the Department of Health to establish a state-run syndromic surveillance system independent of the federal National Syndromic Surveillance Program to reduce vulnerability to changes in federal data collection priorities.

Allows the Department of Health to expand reporting requirements through administrative rules to include urgent care facilities, emergency medical service providers, and poison control centers.

Data collected covers infectious diseases, chronic illness, chemical/biological/radiological/nuclear events, natural disasters, and other emerging public health threats.

Syndromic surveillance data is classified as confidential and de-identified, with public release limited to aggregated statistical data that cannot identify individuals.
