Establishes a 10-member Hawaii Preventive Services Advisory Committee within the Department of Health to advise on clinical preventive services, with representatives from medical associations, nursing organizations, health plans, and hospitals.

Requires all health insurance policies in Hawaii to cover clinical preventive services recommended by the Department of Health without deductibles, copayments, coinsurance, or other cost-sharing requirements.

Expands Department of Health authority to issue clinical preventive service recommendations and standing orders for medications and immunizations, with recommendations based on best available scientific evidence.

Provides legal immunity for healthcare providers delivering clinical preventive services in accordance with state recommendations, protecting them from civil liability, professional discipline, or penalties.

Updates pharmacy law to allow pharmacists to administer vaccines authorized by the FDA in accordance with either federal Advisory Committee on Immunization Practices recommendations or Department of Health recommendations.
