Amends Hawaii Revised Statutes section 340E-7 to strengthen lead-free requirements for pipes, pipe fittings, plumbing fittings, and fixtures used in public water systems and facilities connected to them.

Reduces the allowable lead content for pipes and pipe fittings from 8.0 percent to a weighted average of 0.25 percent lead on wetted surfaces, calculated per federal regulations.

Maintains the 0.2 percent lead limit for solder and flux used in water infrastructure installation and repair.

Adds specific exemptions for equipment not requiring lead-free standards, including toilets, urinals, fire hydrants, large gate valves (2 inches or larger), emergency equipment, and fixtures used exclusively for nonpotable purposes like irrigation and industrial processing.

Aligns Hawaii's lead use prohibitions with federal Safe Drinking Water Act requirements under 40 CFR sections 143.12 and 143.13.
