Consolidates the Department of Health's authority to regulate food, drugs, and cosmetics by relocating food regulation provisions from chapter 321 to chapter 328 of Hawaii Revised Statutes

Establishes a Food Safety Consultative and Education Program within the department to investigate foodborne disease outbreaks, conduct hazard analysis studies, and provide food safety education to handlers and the public

Creates the Food Safety and Environmental Health Special Fund to collect permit fees, license fees, and inspection revenues, with a $1,500,000 cap (excess transferred to general fund) and up to $140,000 annually for administration

Exempts hand-pounded poi producers from certified food-processing establishment requirements and permits if they sell directly to consumers, prepare poi near handwashing facilities, and comply with department rules

Requires priority permit processing at no additional cost for agricultural processing facilities on land designated as important agricultural lands, and mandates annual audits of food safety programs by November 30 each year
