Adds a new statutory definition of "health care" that encompasses prevention, diagnosis, treatment, and cure of disease and impairments, including oral health, behavioral health, and long-term care

Redefines the State Health Planning and Development Agency's principal function from promoting accessible, quality health care at reasonable cost to promoting universal access to high-quality, equitable, and affordable health care for all Hawaii residents

Expands agency authority to collaborate with state agencies and private health care sector participants on issues including health insurance coverage, workforce development, administrative simplification, and health information technology including artificial intelligence

Increases the certificate of need exemption threshold for bed changes from 10% or 10 beds to up to 30% of a facility's total existing licensed beds within a two-year period

Exempts health care facilities and services operated by the Department of Health from certificate of need requirements
