Repeals the definitions of "hoisting machine" and "hoisting machine operator" from Hawaii Revised Statutes Section 396-3 and eliminates the requirement for the Department of Labor and Industrial Relations to regulate hoisting machines and certify their operators.

Abolishes the Hoisting Machine Operators Advisory Board, a five-member body that was responsible for adopting rules for certification of hoisting machine operators.

Extends the timeline for the Director of Labor and Industrial Relations to complete investigations of employee discharge or discrimination complaints from 90 days to up to 180 days without formal extension, with additional extensions permitted with notice.

Makes technical amendments including adding "United States" before references to the Secretary of Labor and updating language from "must" to "shall" and "which" to "that" throughout the occupational safety and health law provisions.

Takes effect July 1, 3000.
