Exempts numerous positions in the State Historic Preservation Division from civil service requirements under Chapter 76, including the administrator, assistant administrator, archaeologists, architects, historians, burial site specialists, and various technical and administrative roles.

Exempts hydrologists and hydrologic program managers in the Commission on Water Resource Management from civil service requirements.

Adds these Department of Land and Natural Resources positions to the list of civil service exempt positions in Section 76-16, Hawaii Revised Statutes, alongside existing exemptions for other state agencies.

Amends Section 6E-3 (Historic Preservation Program) to specify that professional and technical staff positions may be exempt from Chapter 76 civil service rules.

Maintains that existing civil service status of incumbents as of July 1, 1955 remains unaffected by these changes.
