Authorizes the Board of Land and Natural Resources to adopt, amend, or repeal administrative fee schedules for forest reserves, wildlife sanctuaries, game management areas, natural area reserves, and Na Ala Hele trails without following standard rulemaking procedures under Chapter 91.

Fees covered include camping, cabin rental, parking, group use, commercial activity, and special use activities on DLNR-managed lands.

Requires the department to post proposed fee schedule amendments on its website at least 45 days before the board meeting, including the full text in Ramseyer format and meeting details for public testimony.

Fee schedules become effective 10 days after board adoption, with a maximum of 30 days if a later date is specified.

Exempts parking lot operations and concessions at forest reserves, wildlife sanctuaries, game management areas, natural area reserves, and Na Ala Hele trails from competitive bidding requirements for public property concessions.
