Adds a new definition of "public uses" to Hawaii Revised Statutes Section 171-1 governing public lands

Defines "public uses" as use of land by a state agency, whether directly or through lease, land license, permit, or other agreement, that supports the agency's functions

Includes all uses described in existing Section 171-10, HRS, but is not limited to those uses

Takes effect upon approval by the Governor
