Establishes a state breast milk bank under the Department of Health to accept and distribute breast milk to parents and guardians for their infants

Requires the Department of Health to adopt rules establishing eligibility criteria for contracted administrators and standards for screening, processing, transporting, and distributing human breast milk

Creates the state breast milk bank special fund, funded by user fees, federal grants, legislative appropriations, and accrued interest

Authorizes the breast milk bank to collect reasonable fees from users to support operations

Appropriates unspecified amounts from general revenues to the special fund for fiscal year 2025-2026, with additional appropriations from the special fund for operations in fiscal years 2025-2026 and 2026-2027

Takes effect July 1, 2025
