Interns who complete at least 480 hours of work experience through a state-funded internship or workforce development program within a state department or agency become eligible for internal recruitment within that same department or agency

Amends Chapter 76 of Hawaii Revised Statutes by adding a new section to Part I governing civil service employment

Creates a pathway for state interns to transition to permanent government positions by qualifying for internal job postings rather than competing through external recruitment processes

Effective date set for July 1, 3000 (placeholder date indicating the legislature intends to determine actual implementation timing)
