Authorizes the Hawaii Department of Transportation to enter into agreements with the U.S. Department of Defense to provide construction, maintenance, improvement, relocation, or extension services at federal military installations throughout the state.

Prohibits the use of state funds for these services; all costs must be paid directly from federal funds provided by the Department of Defense.

Bars agreements where payment would come from federal highway funds allocated to Hawaii under Title 23 of the U.S. Code.

Permits the Department of Transportation to charge the Department of Defense an administrative fee based on staff time spent procuring the work.

Amends Hawaii Revised Statutes Chapters 261 (airports), 264 (highways), and 266 (harbors) to add identical provisions enabling these federal-state agreements, with an effective date of July 1, 3000.
