Establishes a temporary nine-member Public School Realignment and Closure Commission within the Department of Accounting and General Services, with members appointed by the governor (3), senate president (3), and house speaker (3)

Commission must develop criteria for evaluating schools including enrollment data, facility condition, operational costs, building utilization rates, proximity to other schools, and equity impacts on disadvantaged communities

Commission must submit recommendations for school consolidations, realignments, or closures to the governor by October 1, 2027, with the governor required to approve or disapprove the entire report without amendment by November 15, 2027

Legislature must vote on a concurrent resolution during the 2028 regular session to approve or disapprove the report in its entirety; if approved or if no disapproval resolution passes, recommendations become binding on the Board of Education and Department of Education

Commission will dissolve on June 30, 2028, with implementation of approved recommendations required by July 1, 2028; appropriates unspecified general funds for commission operations in fiscal year 2026-2027
