Expands authorized uses of Hawaii's State Parks Special Fund to include environmental protection programs administered by the Department of Land and Natural Resources.

Amends Section 184-3.4 of the Hawaii Revised Statutes by adding "any departmental program aimed at environmental protection" as an allowable expenditure from the fund.

Addresses vulnerability of state parks to visitor impacts and climate change by enabling dedicated funding for environmental protection efforts.

Maintains all existing authorized fund uses including staffing, park planning and development, facility construction and repairs, operations and maintenance, and administrative costs.
