Repeals Hawaii Revised Statutes Section 342D-72, which currently mandates all cesspools in the state be upgraded, converted to an approved wastewater system, or connected to a sewerage system before January 1, 2050

Eliminates the existing exemption process that allowed the Director of Health to grant exemptions for property owners with legitimate reasons such as small lot size, steep topography, poor soils, or accessibility issues

Removes the statutory definition of "cesspool" as an individual wastewater system with depth greater than its widest surface dimension that receives untreated wastewater

Takes effect upon approval by the Governor
