Criminal trespass onto public parks and recreational grounds carries escalating fines: $100 minimum for first offense, $200 for second offense, and $400 or at least 30 days imprisonment (or both) for third or subsequent offenses.

Abandoned or unattended personal property left unlawfully on public parks or recreational grounds may be seized, with items posing immediate health or safety risks subject to immediate disposal.

Department of Land and Natural Resources must identify and restore vacated homeless encampment areas on public lands, with annual reports to the legislature beginning in 2027 detailing restored parcels and expenditures.

Department of Human Services must establish a homeless outreach and case management program providing transportation to designated shelters and referrals for medical, mental health, and substance abuse services.

General fund appropriations for fiscal year 2026-2027 are designated for the departments of Human Services and Land and Natural Resources to implement the Act, effective July 1, 2026.
