Department of Corrections and Rehabilitation must issue certificates of rehabilitation to qualified offenders documenting fulfillment of sentence, completion of reentry programs, rehabilitation efforts, and employment readiness.

Certificates are designed to help formerly incarcerated individuals overcome barriers to employment, particularly for jobs requiring security clearances with the U.S. military and other employers.

Department must collaborate with state, federal agencies, and private employers to educate stakeholders about the certification program and its relevance to criminal history record checks.

Department may work with state agencies to increase eligible offenders' likelihood of obtaining security clearances for post-release state employment.

Appropriates unspecified general fund amount for fiscal year 2026-2027 to implement the certification program, with effective date of July 1, 3000.
