Requires the Department of Land and Natural Resources to provide administrative support to the Kaneohe Bay Regional Council, including staff, drafting, and other support at council meetings

Changes the chairperson selection process from automatically being the aquatic resources division administrator to being selected by voting members from among all voting and nonvoting members on an annual, rotating basis

Increases meeting frequency from one annual meeting to quarterly meetings conducted in accordance with chapter 92 (open meetings law)

The council consists of seven voting members appointed by the governor plus ex officio nonvoting members, all serving without compensation

Effective date set for July 1, 3000 (placeholder date indicating further legislative action needed)
