Contractors performing retrofit work must be IBHS-certified, licensed under Hawaii law, maintain $500,000 in general liability coverage, and have no disciplinary record with the contractors license board.

Addresses the finding that nearly two-thirds of Oahu single-family homes lack hurricane protections and many residents faced hurricane insurance cancellations in summer 2025.

The bill has a placeholder effective date of July 1, 3000, indicating the legislature intends to set the actual implementation date later.
