Amends Hawaii Revised Statutes Section 334-121 to expand eligibility criteria for court-ordered assisted community treatment for individuals with mental illness or substance abuse issues.

Adds a new qualifying condition allowing assisted community treatment orders for individuals who possess a history of repeat petty offenses, in addition to existing criteria.

Changes the structure of qualifying conditions from "or/and" to "or" between subparagraphs, making it easier to meet the threshold for court-ordered treatment.

Requires family court to find, based on a qualified psychiatric examiner's professional opinion, that less intrusive alternatives are insufficient and that treatment is medically appropriate and in the individual's medical interests.
