Mandates fiscal notes include dollar amounts, affected statutory provisions, estimated revenue/expenditure changes for state and counties, costs that can be absorbed without additional funds, assumptions used, and long-range implications.

Prohibits any committee from making a decision on a fiscal bill without first receiving a completed fiscal note, which must be attached to standing committee reports and made publicly available.

Appropriates unspecified general funds for fiscal year 2026-2027 to cover office operations including salaries and equipment, with an effective date of July 1, 2026.
