Proposes a constitutional amendment to Article IX of the Hawaii State Constitution establishing wage equity as an inalienable right for all workers in the state.

Guarantees every person engaged in employment the right to be paid at least the state minimum wage rate, regardless of the type or nature of their work.

Allows exceptions only when justified by a compelling state interest achieved through the least restrictive means, applying strict scrutiny to any wage exemptions.

Addresses historical wage exclusions that disproportionately affected agricultural laborers, domestic workers, and other occupations held by people of color, which the legislature identifies as rooted in post-Reconstruction racial discrimination.

Requires voter approval through a ballot question asking whether workers should have the constitutional right to minimum wage protections without regard to employment type.
