Requires the Department of Agriculture and Biosecurity to accept transfers of qualifying non-agricultural park lands from the Department of Land and Natural Resources, rather than making such transfers optional as under current law (Act 90, 2003).

Authorizes the Department of Agriculture and Biosecurity to request easement-related information from the Department of Land and Natural Resources prior to any land transfers.

Requires both the Board of Land and Natural Resources and Board of Agriculture and Biosecurity to approve removal of pasture lands for reforestation or other public purposes before any withdrawal occurs.

Mandates the Division of Forestry and Wildlife obtain approval of a feasible, funded action plan for reforestation or conservation purposes before pasture lease lands can be withdrawn.

Requires at least one year advance notice to current lessees or permittees before pasture lands are withdrawn for reforestation or other public purposes.
