Prohibits the sale, offering, or giving away of nonprescription diet pills and dietary supplements for weight loss or muscle building to anyone under 18 years of age in Hawaii.

Requires retail establishments to restrict direct access to these products so only employees can retrieve them and to verify age with government-issued photo ID when a buyer's age cannot be reasonably determined.

Requires delivery sellers (including online retailers) to ship products with signature confirmation from an adult 18 or older who must show photo ID upon delivery.

Defines covered products by specific criteria including those containing steroids, creatine, green tea extract, garcinia cambogia, or ingredients FDA-approved for weight loss/muscle building, as well as products marketed or labeled for these purposes.

Adds violation of these restrictions to the list of prohibited acts under Hawaii's food, drug, and cosmetic laws in Chapter 328 of the Hawaii Revised Statutes.
