Establishes a Teacher National Board Certification Incentive Program for public charter school teachers who achieve certification from the National Board for Professional Teaching Standards

Provides $5,000 annual bonus for teachers maintaining national board certification, plus an additional $5,000 annual bonus for certified teachers at focus/priority schools, high-turnover schools, or hard-to-fill schools

Awards $1,500 one-time bonus upon completing all certification components, plus reimbursement of the certification application fee upon achievement

Requires incentive payments and teacher differentials to be funded through the State Public Charter School Commission's budget rather than deducted from per-pupil allocations

Includes a mentoring component requiring national board-certified teachers to assist other teachers and share expertise; effective July 1, 3000
