Authorizes $146,000,000 in general obligation bonds for construction of a new East Kapolei Elementary School in Ewa Beach, Oahu, including $3,972,000 for design and $142,028,000 for construction

Appropriates $2,080,000 for road improvement projects to install audible beaconing signals at two Fort Weaver Road intersections (at Keaunui Drive for $810,000 and at Geiger Road for $1,270,000) for disabled blind pedestrians

Department of Education will administer the elementary school project while Department of Transportation will oversee the road improvements

Unencumbered funds from these appropriations will lapse on June 30, 2029

Takes effect July 1, 2026, for fiscal year 2026-2027
