Establishes a statewide framework for Hawaii to implement the federal Workforce Pell Grant Program, which provides financial aid for short-term workforce education programs lasting 8-15 weeks and 150-599 clock hours.

Creates a Workforce Pell Grant Program Approval Committee within the Workforce Development Council, composed of representatives from labor, education (University of Hawaii, Hawaii Pacific University, Chaminade University), and employer representatives.

Requires authorized programs to prepare students for in-demand or high-wage occupations, confer stackable credentials that articulate for academic credit toward certificates or degrees, and meet federal eligibility requirements.

Prohibits institutions from disbursing Workforce Pell funds or advertising program eligibility without state authorization, and mandates student protections including tuition disclosure, prohibition on income-share agreements, and access to academic transcripts.

Requires participating institutions to develop stackable credential pathways, report program outcomes (enrollment, completion, job placement, earnings), and submit corrective action plans within 60 days if at risk of federal noncompliance.
