Establishes a framework allowing University of Hawaii student-athletes to earn compensation for use of their name, image, and likeness (NIL) without affecting scholarship eligibility or team participation.

Requires the university to adopt policies governing institutional NIL agreements, third-party agreement disclosures, student-athlete education on taxes and contracts, and Title IX compliance.

Student-athletes must disclose third-party NIL agreements valued at $600 or more, and the university may prohibit agreements involving adult entertainment, firearms, gambling, tobacco, or entities conflicting with its mission.

Mandates annual legislative reports beginning in 2028 detailing the total value of state-funded NIL agreements by team and gender, compliance measures, and any violations or disciplinary actions.

Appropriates unspecified funds for fiscal year 2026-2027 to implement the Act, which sunsets on June 30, 2030.
