Expands the list of cancers and diseases covered under workers' compensation for firefighters with five or more years of service to include adenocarcinoma, mesothelioma, cancers of the buccal cavity, cervix, colon, ovary, pharynx, skin, uterus, endometrium, fallopian tubes, thyroid, and malignant melanoma.

Shifts the burden of proof to employers, requiring them to prove that a firefighter's cancer or disease was not associated with firefighting duties in order to deny medical benefits.

Maintains employer liability for medical care at 110% to 150% of Medicare Resource Based Relative Value Scale fees applicable to Hawaii.

Takes effect July 1, 3000 (placeholder date).
