Defines universal changing accommodation as a powered, height-adjustable adult changing station that is floor- or wall-mounted in an enclosed public restroom

Mandates the Department of Accounting and General Services to post conspicuous signage indicating the location of universal changing accommodations in state buildings

Applies specifically to restrooms accessible to the public (not employee-only restrooms) that are designated as family or assisted-use facilities under the Hawaii state building code
