Authorizes $3,150,000 in general obligation bonds for fiscal year 2026-2027 for Department of Education capital improvement projects at four schools in Hawaii's 41st Representative District on Oahu.

Allocates $1,950,000 for Ewa Beach Elementary School projects including air conditioning repairs ($150,000), covered pedestrian walkway and basketball court improvements ($1,000,000), and an early learning/pre-kindergarten facility ($800,000).

Provides $800,000 for Kea'onula Elementary School for an early/pre-kindergarten facility and air conditioning repairs, and $200,000 for Barbers Point Elementary School playground improvements with two jungle gym structures and safety surfacing.

Authorizes an additional $29,000,000 in general obligation bonds for recreation projects: $20,000,000 to convert Ewa Puuloa District Park into a multipurpose recreation center and $9,000,000 for a sports complex on 400 acres recently transferred from the U.S. Navy to Honolulu.

Appropriations remain available until June 30, 2029, with the Department of Land and Natural Resources administering the recreation center and sports complex projects; effective date is July 1, 2026.
