Grants the Board of Education, through the State Librarian, exclusive authority over the development, use, support, improvement, and maintenance of public library system facilities under Hawaii Revised Statutes Section 312-1

Authorizes the Board of Education to grant the State Librarian exclusive control over land with a legally recognized library interest for development or expansion projects, provided the legislature has appropriated funds

Requires the Department of Education to expeditiously cooperate with the State Librarian and Hawaii State Public Library System on any board-authorized projects involving land the department controls

Allows the Board of Education to adopt administrative rules under Chapter 91 to implement these provisions

Effective date set for July 1, 3000 (placeholder date indicating further legislative action needed)
