Reduces the Hawaii Tourism Authority Advisory Board of Directors from 12 members to 7 members.

Eliminates legislative appointments to the board, removing positions previously appointed by the senate president and house speaker.

Requires governor to appoint board members from lists provided by specific tourism industry organizations: Hawaii Lodging and Tourism Association, Hawaii Hotel Alliance, Airlines for America, Activities & Attractions Association of Hawaii, Hawaii Restaurant Association, Retail Merchants of Hawaii, and Cruise Lines International Association.

Maintains requirement that at least one representative must come from each of Hawaii's four counties (Honolulu, Hawaii, Kauai, and Maui).

Reduces quorum requirement from 7 members to 4 members, with 4 affirmative votes needed for board actions.
