Establishes the Hawaii Employer-Led Sector Partnerships Special Fund within the Department of Business, Economic Development, and Tourism to provide stable funding for employer-driven workforce partnerships aligned with state economic priorities.

Fund sources include legislative appropriations, federal funds, grants, gifts, private contributions, and other moneys received for sector partnership purposes.

Fund expenditures support workforce pipeline development, curriculum development, credentialing, internships, apprenticeships, technical assistance, labor-market analysis, and capacity building for industry-driven partnerships.

Requires DBEDT to coordinate with the Department of Labor and Industrial Relations, Department of Education, Workforce Development Council, and University of Hawaii system to align with statewide plans and avoid duplication of services.

Mandates annual legislative reports at least 20 days before each regular session detailing fund expenditures, sector partnership outcomes, and performance measures showing workforce alignment with priority industries.
